Problem
An attempt has been made to change the range when low priority mail is delivered. This is accomplished by changing the "Low priority mail routing time range" field (on the "Router/SMTP", "Restrictions and Controls", and "Transfer Controls" tabs) of the Server Configuration document. However, the router continues to deliver the low priority mail during the default time of 12:00 AM - 06:00 AM. Increasing the routing log level shows the following information:
Date Time stamp: Router: Current time is
Date Time stamp: Low priority time range is 12:00:00 AM - 06:00:00 AM
Date Time stamp: Router: LowPriorityAllowed is FALSE
Solution
The following NOTES.INI parameter can be added to manually set the low priority time range:
MailLowPriorityTime=0:00-3:00
This example will set the time to be from midnight to 3:00 AM.
This issue has been reported to Lotus Quality Engineering and a fix is being researched.

Steps to change the "Low priority mail routing time range" field in the Server Configuration document:
1. Launch Lotus Domino Administrator.
2. Select update NAB on Server name by "Use Directory on".
3. Click the Configuration tab and Select Configurations.
4. Select Add Configuration.
5. Click the "Router/SMTP" tab.
5-1. Change the Low priority mail routing time range:
Click the "Router/SMTP" tab, "Restrictions" sub-tab, "Transfer Controls" sub-tab
Change "Low priority mail routing time range" to 12:00 AM - 05:00 AM
5-2. Change Logging level:
Click the "Router/SMTP" tab, "Advanced" sub-tab, "Controls" sub-tab
Change "Logging level" to Verbose.
5-3. Change Message Tracking:
Click the "Router/SMTP" tab, "Message Tracking" sub-tab
Change "Message Tracking" to Enabled.
6. Save the document (enter server name).
7. Exit the Domino server and Lotus Domino Administrator.
8. Launch the Domino server.
