Out Of Office Agent Cannot Be Enabled Even If User Is Editor Of Mailfile

Problem
An IBM Lotus Notes R6.x user has editor access to his/her mailfile. When the person tries to enable the Out Of Office (OOO) agent, the following error message flashes in the Notes status bar:
"Error 4000: you are not authorized to perform that operation."
However, the OOO agent appears to be enabled. Then, when the person checks the OOO agent status, the following error message displays:
"A request to enable the Out of Office agent is in progress. Please wait momentarily for the server to enable the agent."
The agent is never enabled.
Solution
In one particular case, as a security requirement specific to this case, the Domino administrator set the default access to the Administration Requests (Admin4.NSF) database to "No Access." To allow users with editor access to enable their OOO agent, the minimum access rights to the Admin4.NSF database must be set to Depositor.
In another case, the Admin4.NSF Access Control List (ACL) had the default set to Author. But Author didn't have the "Read public documents" option checked. Instead, "Write public documents" and "Replicate or copy documents" were selected. After these options were changed (and the Server group and User groups were added to the "Who can run restricted LotusScript..." in the Server Document), the Out Of Office was able to be enabled and disabled.
